  Declaration by Henry Tardie about the accusations against Philip Long on the delay of the English Mails, on September 23, 1816, at River St-John by the Grand River below Madawaska.  Witness was Louis M. Mercure.

River St-John by the Grand River

                                                                  below Madawaska 23th Sept. 1816

I Henry Tardie do hereby declare that when at Fredericton New Brunswick this last spring, I was employed by the Post Master there to go with the English Mail in the month of May up the River St-John on the way to Quebec, and that when I arrived at about half a league from the (?) Trout River in the River Madawaska, was met by Charles Bowlieu the regular Courier on his return with the Province Mail  from Quebec, and who was accompanied by Mr long and his son in law, that I delivered the English Mail then to Charles Bowlieu the regular Courier to return with it on the way to Quebec and farther, that I heard Charles Bowlieu require Mr Longs assistance to return with him to help him in carriing the mail across the Portage, which consisted of three bags that Mr Long refused to return and (1 scratched word) said that there would be no (?) in he Charles Bowlieu going back again to the Trout River, where he might get somebody there to assist him.  That on returning to the Trout River, Mr Long with that but a very short stay continued his way, without waiting to know whether the said English Mail would be taken forward by the assistance of any one of the soldiers or not.
